It will depend on various conditions, and approval to remove any names would be subjected to HDB's approval.

Also, upon the demise of your parents, the HDB flat will by default be passed down to their children equally. Should the children be eligible to hold onto the flat, they will be able to do so. Else, it will need to be sold.

If I understand your question correctly,you ask if your sister can remove her name and buy a unit under her name with your dad?
Or even alone?
For your case,firstly your sister is so call the rightful owner for this HDB,in order to buy BTO,she must be first above 35 year old and she only buy 1 time HDB taking grant before and to stay without a property at least 30 months before she can commit in a BTO.
I think for your case you require some careful planning and also must know how much loan she can take.
